Foundation Finance Senior Specialist

Job Responsibilities:

  • The Foundation Finance & Operations’ Senior Specialist is responsible and accountable for managing all financial aspects and duties of and conducted by the Foundation, in line with the Foundation’s Manager.
  • The jobholder will manage the finance, accounting, audit, tax and every aspects of the Foundation that require financial controls and cash management.
  • The Foundation Finance & Operations’ Senior Specialist (FFOSS) will also conduct monthly and timely follow-ups, manage and audit all the financial transactions conducted by the Foundation Manager and Grants’ Supervisor towards other entities; and especially while giving grants and reviewing budget in-line with timelines and deliverables.
  • The jobholder's responsibilities include planning and implementing financial and operational monitoring and evaluations of programs from their application to approval and action.
  • The FFOSS will also perform in terms of financial affairs with the NGOs (assessment) and maintain and supervise all their financial related activities including purchases, cash disbursements and receipts, grants’ budgets and so on.
  • Under the guidance of the Foundation Manager and in-line with the Grants’ Supervisor, the jobholder is responsible externally for the entities receiving grants in terms of selection, evaluation, support, training and audit.
  • The jobholder is also responsible internally for reviewing and updating the Foundation’s Financial manuals (if applicable) and financial/operational templates.
  • The FFOSS also monitors and evaluates on-going compliance to ensure they are in-line with grant-making terms, conditions and procedures.
  • The jobholder creates a system and templates for FD finances and operations, and handles all communication and presence with any Financial entities.
  • The FFOSS also works closely with the Foundation’s Grants Specialist to align on the technical and financial sides of every project funded and implemented by the Foundation. (S)He is responsible of the Foundation in front of the Ministry of Social Solidarity, and any other governmental entities and can have up to 3 direct reporters.

 

1- Establish Etisalat Foundation as an EM Brand Asset and Build Brand Loyalty in the Market

  • Support the Foundation manager in meeting the requirements’ base for the start-up of the Foundation;
  • Establish appropriate tracking and accounting procedures;
  • Responsible for the Foundation accounting, records and grants disbursement procedures;
  • Responsible for keeping all financial books up-to-date and in place;
  • Assist the Foundation Manager in preparing periodic financial reports for submission to Board of Trustees;
  • Responsible for the on-the-ground successful financial objectives of the FD projects;
  • Support the Foundation manager and work with the Grants’ Supervisor in reviewing all manuals of policies, regulations and procedures to meet the requirements of the Foundation;
  • Support on day-to-day activities;
  • Involved in the “NGOs Institutional Assessment” to examine and evaluate the financial status of Foundation grantees and review and comment upon their proposals and budgets including their audits thereof, before contracting the actual NGOs;
  • Work closely with the project teams at the NGOs and grantees and guiding them on project matters including expenditures and procurement procedures;
  • Provide guidance for selected NGO grantees in the finalization of project budgets and annual budgets based on annual work plans and progress reports vis-à-vis budget;
  • Assist NGOs in the development of project Monitoring and Evaluation Plans (PMEP) that will be part of their contracts;
  • Manage existing grants financially by: tracking grants in terms of finance; developing internal reporting systems; reviewing quarterly reports, conducting field visits, flagging deviations from budgets and providing corrective measures to ensure that financial objectives are being met;
  • Supervise and manage FD budget in-line with FD objectives and company’s strategy to ensure maximization of RoI;
  • Conduct NGOs’ Financial Assessments with the Foundation Grants’ Supervisor for all potential grantees and provide a report with recommendations;
  • Ensure that Foundation projects are meeting proposal conditions and expectations against budget;
  • Provide input on development of new contracts, and ensure compliance with Foundation financial procedures;
  • Make recommendations for corrections or budget transfers when needed; and
  • Maintain accurate and complete electronic and hard copies of grant finances and files.

2- Utilize EM and Etisalat Foundation Collective Efforts to Balance and Enhance Corporate Reputation and Image

 

  • Follow-up best practices for FD and document them for use in the following years;
  • Support in adhering to the MOSS guidance and mandates; and
  • Ensure Foundation compliance with all financial audit requirements internally and procedures of the Ministry of Social Solidarity. 

3- Improvement: People and Community Standards

 

  • Mentor FD & CSR team in terms of Finance;
  • Provide regular alignment on, performance, improvement and development plans against agreed upon objectives & general role duties/responsibilities;
  • Prepare the FD financial content in the monthly team meetings to discuss projects’ implementation and plans;
  • Conduct information sessions, training and capacity building workshops for selected NGOs;
  • Cascade and communicate information received from stakeholders, other departments and other sources; and
  • Work with people and being creative in delivering results and achieving objectives

4- Customer Centricity "Build strong partnerships with our internal/external stakeholders

 

  • Support for building strong external partnerships on the ground; and responsible for support in building strong internal cross-departmental partnerships.

 

5- Support in CSR Strategic Pillars and Objectives to Better Serve EM, the Employees and Community in a Socially Impactful Manner

 

  • Support in CSR campaigns in alignment with CSR and FD teams - upon request;
  • Support to build financial system for CSR projects;
  • Support in developing CSR financial quarterly reports meeting with activities.
  • Establish appropriate CSR tracking and accounting procedures;
  • Responsible for the CSR projects’ accounting, records and disbursement;
  • Responsible for keeping all CSR financials up-to-date and in place;
  • Assist the CSR Manager in preparing periodic CSR financial reports;
  • Involved in the “NGOs Financial Assessment” to examine and evaluate the financial status of CSR grantees and review and comment upon their proposals and budgets, before contracting the actual NGOs;

Qualifications Essential

  • Bachelor degree in Finance or Business Mass Communication 
  • Strong command of Arabic and medium command of English Language

  •  Solid experience in financial Monitoring & Evaluation techniques
  •  Solid experience in conducting NGOs’ financial assessment
  •  Proven ability to develop financial Project Monitoring & Evaluation Plans (PMEPs)
  •  Strong experience in working with NGOs and non-profit foundations in Egypt
  •  Strong experience in working and dealing with governmental organizations and other Ministries is an asset
